Most definitely a 10!!!
Its all really good, but I like how you made the background blur like that (I would have kept making trees xp .lol.) and the reflections in the water too. Perfect. Also because you added the little tuff's or spikes of fur, It kinda feels like, this umbreon has a personality and story of its own, and its not just another umbreon. Great Job! 3nodding
{ and just so you know, Im not a really big pokemon fan like I used to be, but I have and always will love the Eve evolutions ^-^ and Nine tails too! }

I think, as a fellow artist's opinoin, that you should make the stripes less glowy looking and make the yellow lines that represent light go all the way down to the ground. Also make the pupil of the eye a little bigger and more round. There mayby more than one mistake, but these are actually very small mistakes that ppl make sometimes so don't think that your terrible at it.
P.S. good job on the background!
