It sucks. I'm very jealous a lot of the time. Question is, is jealousy ever justified?

I think so. Feelings and emotions are neither right nor wrong, it's just a sign to pay attention to. It tells us when we need to hear what our heart is saying.
Acting upon them is a different matter. If you're in a relationship for instance, and you feel jealous because your sweetie is paying attention to someone else, maybe that's something you both need to discuss. Or perhaps there's something wrong between you that needs to be resolved ... OR ... maybe it's a sign that he/she isn't faithful or serious about the relationship.
After having figured out if there is cause for concern, the next step is to act. Talk things out, (don't punch the guy or girl! or do something violent like that!) or if you find that all is well, and there's no cause for the jealousy, perhaps you just need to take yourself in hand and choose not to give in to the fleeting feelings of jealousy.
At any rate, God gave us feelings and emotions, so it's important that we pay attention to them, but not let them rule or ruin our lives.
