I don't know if this is a well-known trick, but it works. Actually, it works a little too well, as it sucks the difficulty out of...anything. I just get so damn frustrated at how upper-level enemies take so long to kill.
Get an illusion skill of 50. Not hard. Even if you haven't been increasing it, just get a low level spell and keep casting it over and over. Then buy a chameleon spell. If you don't already have one, I think the weakest version is only available for journeymen. Grand soul gems (filled to capacity) are ideal. Oh! You'll also need access to the Arcane University, so being a member helps (or if you have Frostcrag Spire and restored the enchantment altar). Then you can enchant any set of equipment to give you a total of 100% chameleon. You can run around and no one will know you are there. On the other hand, if you talk to someone, they don't notice that you are invisible, so you don't need to keep switching out of it in towns.

I don't have a 100% chameleon robe, but I have like a 25% robe, 25% ring, another 25% ring, a 25% necklace. So it works out, with the addition of my expert agility or whatever it is, slips my mind.
