Section Nine, or Public Security is Japan's go to government agency for anti-terror operations and domestic espionage. All but one of them are full cyborgs with special permission to use illegal upgrades in order to level the playing field with the type of criminals they face. They take on the Yakuza, organ thieves, corrupt narcotics officers, and the baddest hackers in the land such as the Puppet Master and the Laughing Man. However, just because they work for the government, doesn't mean they play by the rules. Piss them off and you disappear permanently. Here is the agency's lineup accurate to the original manga, first movie, and both seasons of the animated series (up to episode 17 of season two).
Aramaki
Aramaki is the head of Section Nine. He does not work in the field.
Intellect: Aramaki is a master tactician in politics, police work, and military strategy. With that alone, he could be considered one of the most dangerous men in Japan. When taking into consideration who he commands, he most likely is the most dangerous man in Japan. He allows The Major alot of autonomy in how to handle cases and delegate work among the operatives, but steps in whenever necessary. He commands the utmost respect from everyone at Section Nine and is rarely wrong.
Strength: Aramaki is an elderly human male with a cyberbrain. He does not possess impressive strength.
Agility: Aramaki is in good shape for his age (approximately 60-65), however he is not agile by any means.
Speed: Above average for elderly human male.
Durability: Average human durability.
Endurance: Average human endurance.
The Major
The Major is Aramaki's second in command, she is the leader in the field.
Intellect: The Major is nearly Aramaki's match tactically, as she has shown on numerous occasions. Her methods are often described as reckless, but she is rarely bested. She is a very talented hacker, able to crack the toughest government computers with only nominal help from Tachikoma units. The Major has matched wits with the greatest hackers and terrorists of her time and walked away every time. She has been described on numerous occasions as being one of the best cyborg users in the country.
Strength: Superhuman. The Major probably has the most heavily modified cyborg body in Section Nine and it shows. She has performed several jaw dropping feats of strength including operating a (normally) helicopter mounted sniper rifle (I use the term rifle loosely as the caliber was well over .50, I would guess .65 to .70) one handed after suffering the loss of her other arm to a battle suit.
Agility: Superhuman. Agility is by far The Major's greatest ability. Her martial arts skills are not overly remarkable, but her ability to jump, dive, and roll elevates them to near unstoppable as she has taken down several highly skilled opponents quickly. Her acrobatics with firearms inspire one to say "Trinity who?" rather convincingly. She would give Spiderman a very, very good run for his money.
Speed: Superhuman. You could miss half the fights she's in by blinking. She isn't up to the level of the Flash, but I would suggest that she is beyond the top olympic athletes.
Durability: Superhuman. I'm not entirely sure what the alloy her cyborg body is composed of, but it's damn strong. She has lost an arm or two in a couple of situations, which I would mainly attribute to her joints and not overall durability. However she has survived a large mechanized battle suit attempting to crush her head and has taken several bullets on several occasions, as well as surviving a couple of massive explosions.
Endurance: Near infinite. That's about all there is to say.
Other abilities: The Major has both in the original film and the animated series used thermoptic camoflauge to become almost completely invisible for prolonged periods of time. In the animated series, Togusa and Batou have also used this cloaking technology.
