Torchwood.
They break all the rules, plus Jack can't die. And they utilize alien artifacts more than UNIT seems to.

1) Jack would be immortal, so it wouldn't be fair.
2) Jack has more alien knowledge then U.N.I.T combined.
3) TORCHWOOD IS AWESOMER THAN UNIT!

Well, they do have Martha and The Valiant.... before it was destroyed by daleks and she abandoned them to go solo.. and marry Mickey... wtf? anyway... I think it would be pretty even.
