Being once a Russian philosopher preaching against war through music and art he recived a letter from Andrew ryan to come down to rapture after doing so he became an aprentince of sander Cohen when the war broke out he sided with Andrew instead oh atlas and spliced his brains out and most recently has been hiding in Dionysus Park

Slender and tall the splicing has caused him to become long and bone his once long black hair thinning and still wearing a three piece suit from new years now covered with blood, he also wears a broken bird mask.

After fighting in the war Neil returned to the USA to to start out a new start for himself. Months later he received a letter from Andrew Ryan to live in his underwater city called Rapture. With no hesitation he left his home in the USA to go live in Rapture where he was free from politics and the government but, his his new home will be short lived.
