The first pug I did of Occu was with people in level 70 pvp gear. The druid tank had level 70 or less blues/greens. I still enjoyed it. We killed the last boss successfully. I was the only person who knew what they were doing because of my beta experience. :p
Just did that today with two guildies and a two pugged people. One a friend that hit 80 thirty minutes before the run. *Sigh* The person I didn't know had the gull to say he didn't like our tank which of course made me mad because I can't stand people just downing my friends. >< That said person was an enhanced shaman duel wielding the level 70 pvp maces.
Run went well until the last boss. Did three maybe four tries before my friends and I decided it wasn't worth it especially if the tank was second on dps meters. =/ I was healing on my pali and have done that several times before so yeah...

Personally I love Ahn'K and AN (nothing quite like killing yourself.....well, unless it happens to be by a reflected lava burst that crits. But we won't go there. >_>; ). I also quite enjoy Occulus as well so long as I'm with a competent group that knows what the hell they're doing.
I agree that when you start to abhor the place when you run it with morons. =/
