Go to your local school board meetings - these should be open to students. If they're not, then something's wrong with your system.
Tell them the statistics about music, such as:
-Helps memorization skills
-On average, students in band get higher grades
-Music is the art of perfection - maybe talk about the simple piece called "A+." The concept behind the piece is that many educational systems consider 97% an A+ grade. Using that, the band plays the piece two times. Once, they play it through correctly. The second time, each person plays a certain number of notes wrong - something like 3. Technically, everyone has an 'A+' performance, but it sounds godawful. Music is the
only class where nothing less than 100% perfection is acceptable.
Do your research first, and read (and cite) articles such as:
