I have seen many of my guild members wearing Sailor Moon Gaia clothing and would love to know where to get some.

You mean the Magical Girl Uniforms? There's a monthly collectable of it (it's red), then at the Marketplace you can find a few different colors if you type in "magical girl" or something like that
is sufficient to cause the birth of love

You can get the ribbon at the market, and they also come with the magical girl uniforms, but I want to know where you would find the tiara or broach?

yes. I use the geanie headband too. I like that they come in a lot of colors and can be either silver or gold. I've always drawn Sailor Cancer's tiara as Silver.
