What would be best in EV training a Croagunk in?It's a lonely nature and its IVs are HP:14/31,Atk 25/31,Def 22/31,SP. ATk 17/31,Sp. Def 22/31,SPD 14/31.I was thinking either training it in ATK+SPD or SP.ATK+SPD.what do you guys think?

Personally, I put all my Ev's for my Toxicroak into attack and speed, mostly because all of his greatest moves are physical, ( including sword dance for set ups, sucker punch and the 3 elemental punches.)
But if you want to break away from the box and use a special attacking set, I would recommend giving your poke nasty plot for a set up.

Hopefully that Toxicroak has the Dry Skin ability as it would work great with Rain Dance support.
