In order to get government benefits, they would have to work as a legitiment company, therefore being self-employeed, it just doesn't work like that.
If the government legalized prostitution, in hopes to make it better safer, cleaner, whatever, there would have to be some regulations or else it would be like saying the USA owns the air. Pointless. And seeing as our government is experiencing a deficit, they wouldn't bother wasting money on a project as such. There is no big outcry to legalize prostitution like there is for gay marriage and so on. If anything it would be left for states to decide, and most states would rather benefit education or legitimate companies.
They do not care about the benefit of "whores" in a sense. They wouldn't waste their money nor their reputation.

Dumbass people and deficits aside...I mean come on. We won't be poor forever. If all else fails, we'll turn to anarchy, and then communism or something. And there are lots of ignorant people that don't consider "whores" as people, who are probably the same people that are keeping gay marriage illegal. Douchebags. Rrr.
And again, I think of it like a nail salon or something. Okay, you just get a permit for the shop and you're good. Maybe you've got to get some paperwork to handle it, but it'd be worth it for the benefits, I should think! Who cares if the "rich whores" would suffer a little from it? The ones that really need help will benefit!
It's not so much that they're self-employed, it's like they own their own separate businesses. Like anyone can just go open a store, if they have the store....

Hun, it doesnt work like that. For starters, e United States has always worked under a deficit. There is only one length of history where the US experienced a surplus and that was during the 90's under President Clinton.
There is a whole lot more to a nail salon then a permit. There employees are in a database with benefits. The company pays taxes and networks for that. They constantly have to get health code checks (which a prostitute may have problems passing in some instances).. etc. You can't just get a permit saying you have the right to set up shop somewhere.

Maybe if condoms and medicine were more easily provided for them, it would be healthier from the start...I don't know. I have no idea. it is purely theoretical, anyway.

Condoms are accessible. And medicine doesn't cure everything.
I am not a theoretical thinking; not in real subjects at least.

Did you know that there's a certain type of escort you can buy that you can't even have sex with? If you're rich enough, you can pay a woman or man (usually a woman) who is extraordinarily talented, either in music or language or various other arts, to be your "date" to a really impressive function and show off their skills and make you look good. It's almost like the geisha system in Japan. Saw it in a documentary once.
Condoms actually have a high breakage rate.
The rich whores will care, btw. You can actually make a lot of money being a prostitute. And if you're so ruthless as to sell your own body, then you probably don't care about poor prostitutes.
