they do make small filters :3 i have a 3 gallon tank and it came with one but you can buy them separately as well.
i dont think you would need a filter (as long as you do water changes) as long as you had some other kind of circulation to get oxygen. so you could just add a small airstone and you wouldnt need the filter at all :3
so you could do shrimp or some snails or a single small fish or even a pair of small fish (something under 2 inches) or a pair of killifish

you could order the killifish from that site...the price is for a pair :3 (the cheapest one they have is the same kind of killifish i have)
there are endlers live bearers
dwarf puffers they will not eat flakes or other prepared foods. feed them frozen blood worms. they NEED to be in a cycled tank (if you have a larger tank just fill the smaller one up with that water) you cannot treat them with certain meds because they do not have scales. they have to be in that tank alone (and in that small a tank you could probably keep a pair) i know this all sounds complicated but i have some and have had no problems at all ^_^
this is all i've got so far >_< i have a small tank and went though all kinds of info o find a good fish that wasnt a betta for the tank and i ended up getting the puffers

yeah the puffers really need a cycled tank (and they are true freshwater fish...a lot of people think they are brackish and kill em that way)
my killifish have constantly been in LETS MAKE BABIES mode but i havent added anything for them to lay eggs on
thats another thing about them..they lay eggs and apparently they will do so frequently but they will only survive if you wish them so XD unlike live bearers where you may end up with a filled tank in no time

imma send a pm because the way i am doing my tanks is based on some really new neat stuff i have read and i dont want to post it here for everyone to see because its kind of REALLY backwards and may be a bad idea for people just starting new
although it makes lots of sense

Female guppies (and most livebearers I assume?) can hold sperm until it's all used up.
