Everyone here seems to forget that there are TWO ways of performing pactio. Yes the kiss is one of them, but the other is by the transfer of blood, as noted by Kamo in book 3. If Negi ever makes a pactio with Koutaro (which I doubt will EVER happen), then they would use the latter.

Also, even if this card wasn't a fake, Kotaro could make a pactio with any of the other wizard girls that seem to be in hidding at the school.
