Okay, so I'm not so new at photoshop. I have CS3.
I work for a tektek shop and I have the most experince with photoshop.
They asked me to try and make sig banner for the shop because we never have any costumers.
So now, I'm asking for any help.
The tutorials don't help with my problem.
I just really want to know photoshop better. Just enough so I can make a good banner.

Can anyone help?
Just name the different tools I can use.
And how to use them if I don't already know.

He wants a neon POP effect...

Well first off, this is in the wrong forum and will be moved as soon as I answer this question.
It's a bit difficult to explain ALL the ways each tool is used. The way I learned was by going in and messing with all the tools myself, and trying any random interesting tutorial I found. But you can try googling photoshop beginners tutorials. They typically explain how each tool is used. Here is one I found:
