This small building is only 100 meters inside the gate, it is meant as a meeting point for QRF, it has a huge basement much like in the Urahara shop. This area is meant for training, the basement also houses their Gate Way, there is a permanent detachment from the Kido corps. present to maintain and operate it.
The sign outside displays their Oath as well as all their names inscribed in blood at the bottom.
"We the Quick Reaction Force shall boldly face any threat to the Serietei or Human World without falter acting in the lead without worry. We swear on pain of death that we shall impede all threats directed at our homes and the homes of those under our protection. Upon our blood, and Blade we swear this oath, Amen."
There mission is to halt the progress of enemy forces, not to defeat them. They are simply meant to hold off the enemy until back up arrives. However in most cases they are more than enough to destroy it.
It is also quite common for the other divisions to request they take on missions, or for the High Captain to simply issue orders to them that don't fit their mission, this annoys Emiya Shiro who has been put in charge of QRF.
