I'm going to explain to you folks why we do it, and what it entails. I'm also going to debunk some myths.
First and most important of all is the schedual. It's subject to change. You can change it whenever you want. It's basically a sign up sheet. Don't want to be Cap'n next month? Sign up in December. Lusting for power but don't want to wait 'til summer? Swap you name. Just make sure it's okay with the other person.
So, why do we do this? Well:

1. Solves the problem of what happened last time: one leader. If they're gone, so is everything else. If you've ever built anything, you know that only lamps should have 1 support.
2. It keeps the Cap'n from going power-mad.
3. You aren't there long enough to make any huge mistakes, though you are required to fix them
4. keeps in with the democracy theme. Most (if not all) of us are from democratic countries, so we already know how it works.
5. Shows that you're replaceable, and that you should probably leave a positive legacy before your reign comes to an end.
6. gives everyone (who's qualified) a chance to rule, not to mention the experience involved.
7. It's pretty cool being the Cap'n cool certainly an experience to share.
