Ok, I'm not sure how exactly the Hysteric Party trap card works. I heard that it can even return Harpie lady sisters from the graveyard form some people and others say it can't. I also hear that you can use Hysteric Party's effect each turn, and others told me that I can only use the effect once in the duel. I'm confused, someone clear things up for me please.

I don't know about "Harpie Lady Sisters" but I do know that you only get the effect once, when you activate it.

Sometimes it helps to review what is written in front of you.
Hysteric Party
Discard 1 card from your hand. Special Summon as many "Harpie Lady" cards as possible from your Graveyard. When this card is removed from the field, destroy all the monsters that were Special Summoned by this card's effect.
"Harpie Lady cards" supports the special summoning of more than just "Harpie Lady". Being that Harpie Lady Sisters has "Harpie Lady" in its name, it can be special summoned by Hysteric Party.
However, do not make the mistake of Harpie Lady Sisters' own requirement. It must be special summoned by Elegant Egotist before it can be special summoned in any other manner, and still cannot be normal summoned.
Jevan is correct on the second question; the effect is only used once when activated. No more.
