You should check out 'christmas is creepy' by fred on youtube.com. Its not an anime, however it is very random. The most random and somewhat wierd anime I've stumbled apon is 'strawberry marshmellow' . Anyone heard of that?

Gyagu Manga Biyori. As funny as some of the suggestions already mentioned before by others are, I don't think anyone can top it in terms of randomness, both the manga and anime.
