Physical Description: thin, yet toned musculature. his medium gray skin leaves wonderment in the
minds of his followers as to what he is. he has steel blades like shark dorsal fins grafted onto the ulna of
his forearm, protruding out of slits on his robe. these are actually part of his anatomy(a.k.a., he was born
like this). his teeth are shark-like in appearance, and have the same properties. his ears are spiked, much
like a Namekian. he has lost his right eye throughout his days as a Kai, and so wears an eye-patch over it.
he has no eyebrows or tail.

Background: he has been at the position of East Kai for longer than most can remember. he hasn't
appeared to age in hundreds of years, and lives a secluded life. He is known by the other Kais as the
Trinket Kai, for although he trains all of his pupils, he gives them each a helpful item at the end of the
training.
Personality: fun loving, but wise. serious when the situation calls for it.

Ki techniques-

Technique Name: Flight (A)
Description of Jutsu: The user has learned to fly, specializing in high-speed movement in straight lines with
tons of follow-through.

Training: 2 days (or 1, if you already know how to fly.)
Special: The first day of training is simply learning to fly. The second day is the drills with the style.

Technique Name: Sense Ki
Description of Jutsu: This ability allows the user to sense ki levels constantly. It is a passive skill if only
sensing generalities, but must actively be used to determine specific power levels.

Special: can sense generalities (his power level is higher than mine, but hers is in-between, etc.) without
trying.

Spending a turn will allow the user to sense a specific ki level (like a scouter would) as it is apparent.

Technique Name: Power-up
Description of Jutsu: This technique is the ability to bring the vast stores of ki that are held in your body's
reserves to the surface (and often, beyond the surface, resulting in an aura of ki around the user.)

Kp Cost: N/A (see ki in [What is D20? Our system thread -> abilities] for exception)
Damage: 1 hp to inanimate objects per 2 kp over resting rate, at a radius of [ki mod] feet around the user.
Requirements: ki control 1
Training: 1 day
Special: This technique allows the user to pull their inactive ki to the active state at a rate of [ki mod + ki

control] per turn.

An aura will develop around the user if they surpass their resting ki rate. Auras can displace solid matter,

so it's a good idea to think through it before powering up to full strength in the middle of a flimsy

building. (just a suggestion.) Ki causes damage to inanimate objects (that the user is not protecting or

keeping out of this effect) at a rate of 1 hp damage per 2 kp over resting rate. Just how it happens

depends on personal preference. This damage has a radius of [ki mod] feet around the user. It does not

harm people.

Technique Name: Tenraiame (Holy Rain)
Description of Jutsu: the user sends the tertiary Holy water ki into the sky in a large sized ball. This
Ki ball explodes into several billion water particles and condenses into clouds. this rains the holy water
down upon the enemies below.
Rank: S
Kp Cost: indefinite. At least 160
Damage: 40+ ki mod+ 1 per ten in ki control+ 1 per two in additional kp+ holy water effects
Requirements: 30 ki, 50 ki control, 20 ki techniques, ki blast, water ki, divine ki.
Training: 6 days
Special: user can put as many kp as he has available into the attack, and begins gaining bonus

damage and attack roll for the kp he puts in over the requisite 80.

Attack roll: 1d20 + 1 per ten in ki control + ki mod + 1 per 5 additional ki put in.

Ki balls deal splash damage. This means that for a range of [ki stat + 1 per five extra kp inserted or less]

feet, your damage is inflicted on everything in range.

The shot takes one turn to reach up high enough, one turn for the clouds to form, and then the rain falls

for +1 per 20 in Ki Control.

no damage unless enemy is injured by rain or holy water or both. All effects of a normal rain.

artistic and well crafted sword in all the world. The curve of the katana's blade allows the user to draw the

Technique Name: Bang...!
Description of Jutsu: User takes his middle finger and pointer finger and puts them together, then he raises his hand with his other fingers curled up and his thumb raised in the air. The user then makes the gesture of a gunshot as nothing happens. The technique builds up turn by turn more power than even the user may have, however the tequnique is strictly based upon how much was pored in initialy to get the desired effect. After the calm before the storm finally a huge energy wave engulfs the feild destroying everything in site, this is grave's signature technique.

Developed?: Oh HELL yes. aside form the fact that Riot makes New York,NY look like Sturgis,SD; The tech there is so advanced that it's Illegal.
Terrain: aside form the Gi-hugic city of Riot,which covers half the planet, the terrain is very much earth-like.
Notable Races: If it exists, it's probably on Kowloon

Re-work:

Kowloon, being a inter-galactic prison, should be massive (huge population), and considerably farther from civilization, lest a prison break be organized by nearby planets. Instead of not having a sun, the planet should be orbiting something that doesn't produce enough light to reach it. It wouldn't make sense to have a free-floating prison planet; you wouldn't be able to control where it was going. Being a massive planet, the gravity should be higher, or it would signify a weakness in the planet's formation, and a spongy planet could be easily destroyed.

What security features are in place? Being a prison, there must be things implemented to control the population. Add a Special: at the bottom, for the miscellaneous features.

Also, a suggestion to the rest of the planet; When Australia was selected as a prison colony, it was not only because of the fierce indigenous people, but for the harsh and inhospitable terrain. Putting these people on a highly-inhabitable planet seems too soft on them. These are the scum of the universe, who no one likes, and they are only put here because society never wants to see them again. This is a punishment, not a vacation home, right?

I recommend the allotment of 11 points of experience, to Roa, in the reasoning of not being an asshat and being close enough to level, along with prior reasons to have earned as much.
