Consular Operations: Keepers of the Peace


In the late 1960's, the President and his staff held a meeting to determine if the current security agencies of the world were equipped to handle the rising trends of communism, global terrorism, and fanatacism in general. These men, while disagreeing on many things, were able to see this: the current status of global security was such that no major nation was ready to handle a major threat to the peace and stability of the world in general. As a solution, a new agency was formed. Called Consular Operations, this new security agency would keep a massive list of contacts and a huge stockpile of information, while fielding a small number of highly experienced operatives. With so many resources - many of which were barred by in-fighting between other security agencies - and such flexibility, this agency quickly became successful. Working behind the scenes, the field agents and intelligence efforts of Con Ops prevented over two hundred possible wars by curtailing activity as it began. Con Ops was, by far, considered the best black ops agency to ever hold sway in the modern world. And it was kept a complete secret from the rest of the United States government; Congress, the Senate, the Joint-Chiefs, and even other agencies such as the CIA and FBI had no idea of its existance. The secret was passed from one president to the next, until none remained alive who knew the secret except the current president and the agents of Con Ops. However, the use of the agency seemed to decline as the years went by. With fewer and fewer massive threats to global security combined with the new effectiveness of other security agencies, Con Ops faded to the background. Its role and funding was decreased, and the names which would go down in black ops history - names like Paul Janson - faded to the background of the intelligence community. Now, in 2036, Con Ops is all but a ghost in the United States government - another under-budgeted project which lost its usefullness and is doomed to soon fail. However, some field agents still remain and the contacts and information gathering power of Consular Operations is still at its best. This is where this story begins.

This RP is based upon an agency which Robert Ludlum alludes to in his novel, The Janson Directive. While not a real agency, I liked the idea of it so I expanded upon the agency with my own imagination. Some inspirations also came from Ludlum's work, The Prometheus Deception, and the Directorate which played a central role. You will be able to choose from a variety of roles - from field agent to operational support to informant - and will jump into the world of Con Ops. Like most military based RPs, missions will be assigned via the first few posts and characters will be informed of these through useful means (i.e. coded text messages or whatever). However, there will be a storyline. These missions will have an ultimate goal, and thus the RP will have an ultimate end. I'd prefer to think of this as a novel. Only that each character gets their own author. The ultimate plan won't be revealed, and most of what's going on won't become apparent until the very end.

Rules


1. Please follow the Gaia ToS. That's a given.
2. There will be fighting involved - that's part of the RP. Please be realistic in this; if your character is surrounded by twenty gunmen with automatic weapons aimed at your head and they fire, you will die. Basically, don't god mod.
3. Be literate - another given.
4. There will be bad guys in this RP. They will recieve via PM instructions on what to do.
5. No character is permanent. By that I mean that your character could die at any moment. Once this happens, you're basically out of the RP. I'm really pushing for realism in this thing.
6. Try to make posts more than eight sentences.
7. There will be a table of contents with page links to each "chapter." Chapters start when each mission starts, and will be marked with a post by me announcing which chapter it is.
8. If you disagree with something that's going on in the RP - be it plot or just another RPer - please PM me. Do not fill this topic with OOC posts arguing about it.
9. Be creative and have fun!

Chief-of-Staff is the head honcho; he's in charge. Strategy Analyst is the desk jockey; they basically decide how field agents will approach missions. They are also used to meet field agents who have already been deployed. Field Agents are the James-Bond type characters who are in charge of carrying out missions. "Eyes-and-Ears" are people who are in constant communication with field agents. They are often placed near the field agent's location and will give the field agent up-to-date information about the facility that the field agents is entering via two-way comunication systems. They hack into cameras, security systems, door locks, or anything really. Cryptologists are in charge of processing information - codes in particular - and trying to find patterns or meaning.

Informants are basically people who give agents information. They will often be forced to tag-along with field agents. CIA Field Agents are basically the people who are trying to figure out what Con Ops is and are basically doing similar things to what Con Ops is doing. The difference is that they have no idea who Con Ops agents are, so they will often end up being the enemy. However, as American intelligence personel, they are considered non-targets to Con Ops agents. Interpol Investigators basically work for the international police. When big explosions, arms deals, and gun fights break out, these are the guys who get called to investigate. Because such events often follow Con Ops agents, Interpol often ends up working against Con Ops. The Joint-Chiefs of Staff are basically Washington bureucrats. As a Joint Chief, you are probably in-the-know with the president. In other words, a Joint-Chief could know about Con Ops, and even try to help them. This is a more minor role in the RP (for most of it anyway) and a Joint-Chief of Staff would probably end up working with the Con Ops Chief-of-Staff.

Current Mission


Mission 1: There have been rumors spreading around the global underworld about a terrorist summit of sorts; a meeting between all the major terrorist leaders of the world. This could be a dire threat to international security - multiple terrorist organizations working in tandem could cause massive loss of life all across the globe. As such, all Field Agents on active assignment are to immediatly go to Amsterdam in the Netherlands. There, you will be contacted by Strategy Analysts and your "Eyes-and-Ears." They will give you your field orders. Overall, your objective is to find out if the rumors of the terrorism summit are true, and, if so, find out where it will be held.

Possible Security Threats: Due to the increased terrorist attacks all over the nation, Interpol will be everywhere. This means discretion is advised. In addition, Congress has noticed the discrepancies in the government budget, and have launched an investigation. They have intercepted several of our communications - which they believe to be the work of terrorists - and have called for increased security alerts across the nation. This means that support from Head Command will be limited during this mission. CIA agents have also been dispatched to investigate our international offices, which are in the process of destroying all evidence and hiding. These agents will not hesitate to fire on you - be careful.
