Took me a while......I remembered her but her name escaped me. So I had to go through 'The Simpsons' because I know they had a parody character of her.

The lizard is Lizard from spiderman and he lost his arm during a war and he studied reptiles how they could recreats limbs so he wanted to try the same way but a bieffect made him into lizard.
