See, the great thing about revialist styles like Steampunk are that you can take some of the old and some of the modern or even futuristic, and mix them together to make something completely new!
Steampunk and Victoriana are silmilar to the Victorian period, and draw inspiration from it, but that does not mean that it IS the Victorian period.
Steampunk is it's own entity ad therefore can pick and choose the elements of history that it wants to include in it's subculture, along with science fiction and futuristic elements spinkled in for good taste.
The actual Victorian period didn't have ray guns and flying robots and such, but it is a part of our adopted culture as Steampunk enthusiasts.
It's all a pick and choose game really, just selecting the best traits of two worlds to create a new subculture.

Would it still be legal in steampunk society for a man to rape his wife? scream *Rant, rant, rave*

Right, sorry about that. Something of a point of contention.
It's an interesting point. In regards to making the past a more exciting and nice place, then YES. Absolutely yes, there is no reason at all why woman's rights should exist in a steampunk world.
As someone said previous, it's rather nifty.

Thinking about the 'punk' elements of steampunk as well, how it is in a way rebelling against the injustices of the 19th century, one of these injustices would be the lack of woman's rights.
So why not add some of those to the punk party as well.

If you wanted to talk about role playing. Well, in our little steampunk role play world, it might be acceptable for there to be no official womans rights (just like in real life) but I think I would like to see our little conclave of underground steampunk suffragettes doing their part for equality.

NB: Feminist, one who believes in the social, political, and economical equality of the sexes. ninja Ain't no bra-burners around here, yo!

Booyaka!
