See, the great thing about revialist styles like Steampunk are that you can take some of the old and some of the modern or even futuristic, and mix them together to make something completely new!
Steampunk and Victoriana are silmilar to the Victorian period, and draw inspiration from it, but that does not mean that it IS the Victorian period.
Steampunk is it's own entity ad therefore can pick and choose the elements of history that it wants to include in it's subculture, along with science fiction and futuristic elements spinkled in for good taste.
The actual Victorian period didn't have ray guns and flying robots and such, but it is a part of our adopted culture as Steampunk enthusiasts.
It's all a pick and choose game really, just selecting the best traits of two worlds to create a new subculture.
