After a lot of thought, I've decided to post this to assist people considering quests and the like. There are some rules here, up front, so please read them/know them/love them.
First and foremost: No, you can't reserve a character.
These characters are reserved because they were gifts/trades/things assigned by Lumi. NO ONE who's ever ASKED to reserve a character has been allowed to do so. None of these characters were asked for; Lumi decided to set them aside for one reason or another but that reason is NEVER because someone asked. So don't ask.
No, I won't tell you why they were set aside.
No, I won't tell you who they are set aside for.
No, you can't bribe me to take one of these characters.
No, I don't think it's unfair to do this in my shop. I'll be drawing them, after all; if I want to patrol Chatterbox for the most annoying people and lavish otters on them, that's my business.
No, I won't do that in Chatterbox. XD;
Please note that if you, for whatever reason, recognize that an otter on this list is reserved for YOU (and most people shouldn't; the majority are surprises), and you go flaunting it around the shop, you will lose your gift. If I were you I'd suggest keeping it to myself, but I won't prohibit talking about it. But don't be a jerk.
