Because no one will know it was them, because they won't have social punishment for doing such debauchery. It's a simple part of human nature, for example, if you were able to have a gun that was 100% untraceable, no matter who you kill, no one will know it's you, I assure you a lot of people would want to get their hands on that gun, more than if it was just your regular bullet slinger. If someone sees no repercussion in doing something, they are more likely to do it.
I hope my jangled thoughts make some sense. sweatdrop
