Both are evenly matched in terms of kickassery, variable weapon mastery, combat expertise, long range capability, agility, magic, as well as badassery. Victory would have to go to Dante though, Devil Trigger tips the scale in Dante's favor. Becomes faster, stronger, long range weapons get invoked with devil abilities, and he heals over time. I guess you could bring up that Ryu too had a demon form, but in the game all it did was change your skin blue.
Economically, win goes to the ninja due to the fact that Ninja Gaiden's sequel was better than Devil May Cry's.

While Ryu can take a lickin' in game (actually not really. Getting hit hurts in NG!), he's never shown to be any tougher than a normal human in cutscene (canonical). Dante, however, is damn near immortal. I have a write up on DMC characters that I never bothered finishing that lists pretty much every amazing thing Dante's survived without blinking an eye. Even high level demonic artifacts like the Yamato sword, which was formerly owned by an OP demon knight who sealed off all the demon world. Essentially, it was a damn powerful sword by DMC standards, and it managed to knock Dante down for just a few seconds before he got up even more pissed off and DT'd. Everything under that level of power has had little to no effect on him.
Ryu does not have a range advantage. This fight will be about speed, and he won't have time to charge an arrow. Aside from that, normal arrows/shurikens/kunai travel too slow, are in limited supply, have a short range, and aren't as strong as what Dante has; unlimited bullets. The manual for DMC1 clearly gives a canonical reason for infinite ammo, and we never see him reload in cutscene, so that's an official power. He's an expert marksman, even going rapid-fire-akimbo (hitting all the Bloodgoyles while falling through the air and spinning around). He can go rapid fire with high caliber guns and land damn near every shot! This fight could just come down to Dante getting pissed off, jumping/dashing/teleporting away and plugging Ryu full of holes.
Now, aside from that, they....might be even in speed? Ryu's only ever fast in Dashes, Flying Swallows and after charging energy for a UT. Dante has dashes and teleports, as well as some sort of epic fast flash-steppery as seen in cutscenes. His swordfight with Virgil at the top of DMC3's tower showed them swinging so fast only clangs and the glint of metal striking metal could be seen in the rain. This isn't as huge a discrepancy as their ranged proficiency or endurance, but I think Dante has the speed down as well.
Aside from that...uh....both have epic level 99 lloololololool enchanted weapons...does OP wanna specificy what their equips are? If not, I'd say default to E&I (unlimited ammo, fast, powerful, Dante's a great shot) and Rebellion (personal enchanted demonic long sword...uh....I think it also belonged to Sparda? I'll have to check) for Dante, and Ryu's stuck with his Dragon Sword (if he gets the TDS, then Dante gets Sparda =P), Shurikens, Kunia, a Bow. All of those are logically limited, even if he has infini-shurikens in gameplay, there's no canonical reason for that, and the DS is magical to some degree, but it's definitely not as strong as the TDS (represented in gameplay as having a damage boost to the higher fiend bosses over other weapons), so I'm not sure if it could mess DAnte up on Yamato levels. Evn if it could, Yamato didn't put him down permanently, and he can DT.
I'm going Dante here, if you couldn't tell. =D
