Ish, yeah. That's not really described it properly... It guess that's what it is at the most extreme, but depending on how you mean it, it can be anything from an expression of slight annoyance to serious rage.

Guys, I'm starting on the new chapter three!!
“Fen Anniafen, you great lump of a man, have you any idea what kind of an uproar you’ve created in our lands?” The speaker, a woman with mid-length blonde hair and a smattering of freckles, and barely standing two inches above five feet tall, was yelling the question as she rode towards Fen and Sarri. “And that would be Relan,” Fen told his startled companion. Sarri looked at the woman again, then quietly said, “I thought you said she was a noble? One of the (insert name here) family?” “I did. But I didn’t say that she acted like it.” Sarri had only seen two noblemen in her life, some years ago during an inspection of the province’s farms, and they had been surrounded by servants. Once, a carriage had driven along a road close to her village, and all the talk for weeks was about the finery of the Lady glimpsed inside. No Lady that Sarri ever heard of rode a horse by herself, in a merchant’s tunic and trousers, and splattered mud up her boots as she jumped – in a very undignified way – to the ground. Though seeing Relan up close, Sarri had to reappraise her slightly; it would have to be a very rich merchant who wore tunics dyed that vivid a green, with that much embroidery around the cuffs. “Since we spoke on the pendants,” the dismounted noblewoman continued, “father’s had his private army and the militia scouring the location you gave us. At least half of this lot of Raiders have been caught already, and we’ve persuaded the captain of the garrison in (place) to send half his men down by this time tomorrow to clear out the stragglers. With the number of people milling around, the house is full of muddy footprints.” She grinned wickedly. “Mother would be furious, even if most of the mud is in the servants’ quarters and she probably doesn’t even know how to get there.” Fen smiled. “I try to be useful.” “So I can tell.” Relan abruptly became serious, and she laid a hand on Fen’s arm. “You’ve sounded strained recently. It’s been a hard few months, hasn’t it?” The same expression crossed Fen’s face as when he told Sarri about the dead boy. “You could say that. But it’s been worth it.” Relan nodded. “It’s people like you who are saving this country – saving Hynesse lives. Everyone else is too bogged down in diplomacy and” – she grimaced – “family feuds to really do anything. Now, let’s stop being morbid for one moment, so you can remember your manners and introduce your new protégé.”

Oh, that wise and most noble insert family name here.
In all seriousness, I don't really have much to nitpick about this, seeing how there isn't a lot here. I'm intrigued by Relan and like to know how she gets away with her behavior and how it impacts things around her.

Yeah, I can never decide on a good name for Relan's family.
She seems to get more eccentric every time I come back to her. She does, of course, ruffle quite a lot of feathers. But at the end of the day, she's spent a lot of her life in other countries, and she's a pretty powerful mage. Having someone like her in the family is a big status symbol so she's allowed to get away with a lot of stuff. Much to her mother's disappointment. Interestingly, she's a lot less...in your face when alone with Fen/Vey (other friend, you haven't met him yet).

But my question is.... HOW DOES A RELAN CALL A SARRI A PROTEGE WHEN IT REALLY JUST LOOKS LIKE EBOPHILIA JUST SOME RANDOM KID?

Oh, when Fen checked in he'd have told Relan that he's found some random kid who happens to be a mage (in which case she'd joke about anyway); and quite possibly updated her on the 'the kid's now my apprentice' while they were travelling. I'm going to go back and make the fact that he's already talked to Relan a lot clearer than the tiny reference I currently make.
