ok, i know im not high enough lvl to even be thinking of this right now, but how do you set up a capital-city raid. Because kel'thalas. the blood-elf guy in silverymoon, drops this awesome phoenix hatchling pet. But its a 1-in-15 drop...But i wants it crying

kaelthas is NOT in silvermoon. he's in tempest keep and magister's terrace, the terrace being where the phoenix pet drops. it is a level 70 5 man instance.
