Okay, I'm only resorting to illegal, evil things because I cannot find PoR ANYWHERE, and I want it before playing RD at least. Supposedly, you need to play PoR to understand RD.
Anyway, after hours of searching, I finally thought "duh, I'm not finding it because I'm trying to find a ROM, not a torrent." So I take the torrent, wait an entire day to finish...
Load it up on the emulator and BAM! Not working! You know why? My stupid video card isn't a Radeon 9500, but a 9100. I hate my stupid computer. -_- all that time wasted, and so I'll have to rot in front of the screen reading Wikipedia articles that are likely changed for the sake of crack slash writers in the first place.
So tell me, where's the best place to order it cheap? I give up... I'll have to buy it. Darn it.

DUN BE CHEAP! ...I found my PoR for like..15 bucks. They're GC games so they're inexpensive now.
Any game store would do, unless you're talking about online.

Legal = $Too Much.
 To have an emulator you need a computer. For a better graphics card, it can cost up to 200$. Buying a game legally is cheaper, and it supports your favorite developers to create more. I play with emulators too. But I buy the game if I like it, if it sucks I never have to see it again. Lol.

You could always steal it from the store, eliminating the need for the emulator and having to pay for the game.

No Wal-Marts, Targets, or any other department store with video games has GC stuff anymore.
None of the Game Stops even have a shelf for GC stuff anymore, it's all for next gen except for the PS 2 *grumble*
And when I look at the bin, yes bin that has GC stuff in it... PoR is nowhere to be found.
On Amazon it's $40. On Ebay they're all auctions that run at least 2 days long... the price could skyrocket!
*sigh* I should have gotten into FE sooner, then I might have a prayer of getting this game...

I found my copy of PoR for about $14 used at a local Babbage's. Just keep looking. If you have to, there's eBay and Amazon. XD

Although they did have solid copies of FE 7 and FE 8... *grumbles again*
