The American Military has used their over bloated budget to develop something called, the C-RAM, based of the Navy's CWIS-PHALANX anti-missile/anti-aircraft weapon system.

It is affectionately referred to by the troops as R2-D2.

From a released statement

The complete C-RAM system networks a ground-based version of Phalanx together with the Army's Lightweight Counter Mortar Radar (LCMR) and Q-36 Target Acquisition Radar (AN/TPQ-36 Firefinder Radar). Unlike the naval version, C-RAM does not fire solid tungsten penetrators. Instead, self-destructing explosive bullets are used, in order to reduce the risk of civilian and friendly casualties.

What the hell does that mean? I hear you ask.

It means this... The Phalanx by itself is designed as a shoot down missiles and airplanes. Its radar isn't capable of tracking anything as small or as fast as a mortar or artillery shell. HOWEVER, the LCMR is capable to track incoming artillery and give warning to nearby friendlies to get out of the way before the ground they walk upon starts blowing up. The Q-36 is able to, for lack of a better term, do math to predict not only the path of the artillery shell on the way down, but follow its trajectory back to where it came from. The last bit about bullets means that the bullets are "tracer rounds' that are fired glow red and at a range of 5000 yards (I believe) they burn off their incendiary and the bullet pops. Judging by the white flashes of the popping bullets, I assume they're made out of Magnesium

If Israel gets one of these, it can shoot down an incoming Hezbollah Mortar or a Katusha rocket going ballistic before they hit population centers.

However it's still under testing, it's being used by the US Military forward bases away from population centers to test the effectiveness against insurgent mortar attacks and confirming that the bullets do infact self destruct as desired without the C-RAM reigning down a wall of steel against a neighborhood. Also as of now R2-D2 carries only 9000 rounds of ammunition, while firing off about 200 rounds a second, meaning a total continual fire time of 45 seconds.

Neat eh?

Anything that saves Israeli lives gets the thumbs up from me. I think inevitably Israel will go to war with Hezbollah in the future. If there's a conflict with Iran, Hezbollah will almost certainly use the opportunity to resume firing rockets at northern Israel. Israel needs to be prepared.

I.... don't know. While I definitely can see its use and am for anything that saves Israeli lives, I still keep wishing that the world wouldn't need so many new weapons to destroy each other with. I'm also concerned on if it has any fail-safes if it falls into enemy hand; this could do a lot of damage. Also, if the bullets do self destruct, what happens if they blow up too close to an ally city? Interesting idea, but for now I'll remain skeptical.

That and when somebody says Phalanx, I picture Gladiator rather than this.

Well, all artillery and air defense systems that are urban support pieces are usually kept in something called a fire base, a fortified position with usually a company of troops to maintain the weapon systems and act as an outpost to med-evac or replenish troops. The main failsafe is the fire base garrison.

In the unlikely event that a fire base gets over run, the troops as a last stand set of demolition charges around their heavy weapons, blowing them up so the enemy forces cannot take command of them. In short, if anyone tries to hijack an R2-D2, they blow it up by remote control.

In the very unlikely event that enemy forces do happen to get their hands on a one of these weapons and happens to make it out of town with it. The C-RAM system is very large, it's the size of a flatbed truck and not easily concealed. So the next course of action is an air strike, most likely with a helicopter gunship. This is "Plan B" if the demo charges fail to disable the gun.

As for the rounds' self destruct mechanism. The way the rounds self destruct is that they are aluminum and magnesium bullets sitting on top of a phosphorus tracer round. The phosphorous is the red burning stuff that jackets the back of the bullet, as it burns away it burns the magnesium core which quickly burns through the aluminum casing. The popping sound is the magnesium and aluminum casing going through a chemical reaction which causes the bullets to rupture into smaller pieces. When all is said and done, all you're left with is smoke and ash as the bullet completly disintegrates. No solid pieces, no shrapnel, no casualties from stray rounds.

At least in theory that's how it is supposed to work.
