I don't think I'm right, but I think I heard someone say that someone in charge of the manga ((may have been the author herslf, I'm not sure)) said that it was a parasite-like thing that Lord Sesshomaru is able to control. Like I said before, I think I'm probably wrong, but that's what I heard. Hope it helps. ^_^
But in all seriousness, I personally think it's alive to some point, because Lord Sesshomaru used it on Inuyasha, so, yeah.

I think it's his tail because his father has two fluffy things and he has two tails in giant dog form, whereas sesshomaru has one fluffy and one tail in dog form. stare it seems logical...

In episode 35 of the anime, both ends of the fluff are seen, therefore allowing one to assume that it is detachable. Instead of having the fluff draped over his shoulder, it is instead behind his head, both ends extending down to past his waist, as a pillow. Sesshômaru's father had two mokomoko-sama, that extended from the shoulders like Sesshômaru's leading some to believe that when Sesshomaru fully matures he will have two of them as well, however, since the human form of Inu no Taisho wasn’t created by Rumiko Takahashi in the movie and was never revealed in the manga it can’t be considered canon. Also it bares a striking resemblance to the fur that separates Tessaiga’s blade from the hilt; this isn’t surprising as both have a common origin. While Takahashi sensei said Mokomoko-sama started off as being a part of his armor (then being drawn largely out of proportion), she stated herself that she wasn't very sure what it was herself. This statement therefore leaves fans to use their imagination to their discretion. Personally, I think that Mokomoko-sama actually a part of him.
Anyone noticed how there's a band of fur running around his right shoulder and along his back? Didn't it seem a bit too familiar? Further proof to supply that Mokomoko is just an extension of Sesshoumaru is confirmed during two instances in the manga. One of them is when Jakotsu's weapon stabs him in the shoulder and the other is towards the end, when Magatsuhi nearly kills him.
When cut or punctured, Mokomoko-sama squirts blood. Isn't that a bit odd? I mean, if Jakotsu managed to stab Sesshoumaru in the shoulder, why didn't his blood just seep out over the fur? [Pauses to muse over information] Hmm... there's something to think about, right? Or maybe I'm just thinking too much.
