5 crisp bills Floral tape 18 or 20 gauge wire
Fold bill in half lengthwise. Unfold. Lay bill back side facing up (looking at George). Curl all 4 corners tightly using a toothpick. Curl until the the opposite 2 side curls meet at fold. Scrunch the bills in the center, from the bottom of George to the top. Fold wire in half and place the scrunched center of the bill into the fold of the wire. Twist the wire to secure. Shape bill by smoothing out the base and forming a cup-like shape. Do this to remaining bills.
On the first petal push in tight to form the inner petals. Place inside of the second, pushing these petals tight. Intertwine the wires as you add petal layers. Twist the bills so that the edges are not lined up. Continue until you've used up all bills. Each layer will be a little looser than the one before it. Shape the rose. You can use a bit of tape to keep the petals where you want them. Gather all the wires from the bills and wrap with floral tape. Start at the base of the rose and wrap. Add rose leaves.

xD You'd never catch anyone in Canada doing this craft, the smallest bill we have is a $5 bill! It'd cost $25 to do this craft xDDD
And we wouldn't use American dollar bills even if we had them, 'cause they're always worth more than our dollar xD
