Best? Hm.
Lord: Hector. Beastly Defense and Attack, decent Speed and Skill, okay Resistance that's made up for with good Health. And he'll slaughter enemy mages before they can kill him. >w> Plus his signature weapon is great. Sword User: Here I'd have to go with Eliwood. I know he's a Lord, but he's very decent overall. Slight shortcomings in Speed or Strength get made up for with good Skill and usually above average Defense. Or maybe I'm lucky with him? And he also receives a horse upon promotion, which helps his movement. Guy's too fragile, Raven usually has suicidal tendencies when I use him (IE, he refuses to dodge consistently), Lyn is only truly useful as a bow-Myrmie upon promotion, and I don't use Karel. I've also... kind of never gotten Harken. ._. Lance User: Either Florina or Farina, but most likely Florina. Being pegasus knights, they get majorly good Res and movement, as well as good Speed. Farina costs a wince-inducing 20k, but she's very, very worth the time put in to level up. Florina gets bonus points for being available in Lyn's story. Both are fragile in Defense, however, and Florina struggles sometimes in Strength (at least at first, she usually catches up upon promotion). Heath also is a good contender for this since he's got better Defense, and decent Speed. All you have to do is be smart enough to not send him near mages. Axe User: Dart. I'm not placing Hector here since he was already best Lord. Dart's fast, strong, has okay skill, and dodges enough to make up for the fragile defenses. And... c'mon, guys. He's a pirate! Bow User: Rebecca. I've never had much luck with Rath's level-ups, and unless you're willing to feed all your kills to him, he tends to not get much action in Lyn's mode, coming in higher level than everyone else. Wil is sturdier, but less speedy and that's where Rebecca shines. Her defense lies in her dodge, and with a good Strength and monster Speed, she takes care of just about anything that comes her way. (I also prefer her supported with Dart. :3 Brother/sister tagteam of AWESOME) Light Magic User: Serra. Lucius is very close, but a lack of Luck makes him fall short. Serra, like Rebecca, is a good dodger, and while both she and Lucius are available in Lyn's Mode, if you abuse Serra's Heal staves and keep a good supply, she'll have near-endless experience gains. Simply have a healer do something every turn and the experience will rack up rapidly. She tends to be my first promoted unit. She also gets good Magic and Speed, and with slightly more Defense and more Luck than Lucius, she has more survivability. Anima Magic User: Priscilla. If you set aside the... personality issues (*coughShehasnonecough*), she's a BEAST. Seriously. She dodges like a maniac, kills things with a single glance as a Valkyrie (with a FIRE tome!) and as a mounted unit, can traverse the map and reach enemies or wounded allies with ease. She's amazing, simply put. Make up your own personality for her, if you wish, because she's the best anima magic user you can get. Elder Magic User: ...Well, Canas is the only option, but he fills the spot nicely. He has okay Speed and good Skill, which help to offset the heavy tomes, and can handle a Flux tome nicely. He also has decent Defense, which helps his survivability (as his average Luck and sometimes-struggling Speed don't lend him much dodge). Overall, if you like Elder magic, you should like Canas and his epic monocle. If you dislike Elder magic, you'll miss the nice niche-filling qualities of his spells (Nosferatu allowing him to suck away any damage taken, Luna the Boss Destroyer), but hopefully you won't lose any sleep over it. Thief: Legault. Matthew has great Speed, but he's simply too frail and at the later parts of the game, he can't deal enough damage. Legault has better Strength and, if my memory can be trusted, Defense. His Speed is high, his Skill is high, and his Luck is decent. His dodge isn't as good as Matthew's (simply because his Speed stat isn't so fakking godly) but overall, Legault is preferable. And if you need an Assassin... just use Jaffar. You don't want to strip Legault of his ability to steal, do you? It might be needed later. Flying Unit: Florina, once again. Farina has better Strength and Defense, as I said before, and Florina is fragile. But as I stated before, Florina has availability under her belt, and the lack of a 20k pricetag. That isn't to say Farina is bad, or their third sister, Fiora. Farina is simply not around long enough to get this tag, too, and Fiora, while nicely balanced, is like a Wigglytuff in that she is a jack of all trades and master of none. They are all great units, however, and don't overlook them. But in the end, Florina wins the day. Mounted Unit: Kent/Sain. Prissy is a great mounted unit as a mage, but Kent and Sain win the day for best overall mounted unit. Kent is quick and accurate, Sain is stronger and still receives decent Speed and decent Defense. In the end, it depends on which character you prefer, and which supports you want/need. (Also, since they have great personalities, they automatically win here over "I want to be incestuous with my brother" Priscilla.)

Hector: He cuts down everyone in his path without taking much damage. He's an all around powerhouse and by the end of the game (in my current save file) even his resistance is decent.
Jaffar: Speed. Need I say more? He never gets hit (except in Battle Before Dawn where he always gets hit) and critical hit rate is incredible. This can be said for all assassins, but you don't have to go through an obnoxious bonus chapter without Merlinus to upgrade him.
Kent: Once upgraded he gets swords, lances AND axes. Paladins are probably the most versatile units in the game. They can do just about everything. Plus you have him from ch 1 so by the time you get him back in Noble Lady of Caelin he's already a high level. I like him over Sain because he seems to have better stats in most important areas (except Sain is stronger).
Florina/Farina: They're both good, especially if you give one of them a delphi shield. The flying thing has been really useful to me and once upgraded they get swords <3
Vaida: Once again with a character in need of a Delphi Shield. She's a lot stronger than Heath and her weapon levels start high. Again, flying characters are amazing.

Vaida is probably the one flyer in FE7 you practically never have to worry about when it comes to the Delphi Shield. She starts with 21 Defense. 21! No other flyer isn't expected to even hit that once they hit 20/20 on average. In fact, only 4 other units in the entire game are expected to exceed that by 20/20. Plenty of archers will do 0 to her despite her weakness.

My 20/20 Heath had 56 hp 27 str 23 skill 20 speed 14 luck 26 def 11 res.
But Vaida only level 16, had 48 HP 22 str 19 skill 15 speed 12 luck 23 def 6 res
Even though Vaida was 4 levels lower, there is no way she could catch up in those 4 levels.

Averages never perfectly apply in actual practice. They're mere measurements used to assess units in theory. And at 20/20, Heath pretty easily beats Vaida in terms of raw stats any day(although that Defense he got is fabulously above his 20/20 average of 19.6 - everything else is fairy close to what the averages predict).

Okay, I don't know if I've said this before, but when I tried them out, I decided to say who (some) of the best prepromotes are.
Harken. This guy is amazing. He comes with FE 7's only Brave Sword, can apparently support with Eliwood with very few turns (according to Serenes Forest), and he has B rank in both axes and swords. That's killer and brave right off the bat, guys. His bases are very solid, and he almost always caps his speed for me.
Vaida. She's got a Spear (Uber Spear if mine glitch was used), A rank in both swords and lances. Her bases too are pretty solid, and the last few times I raised her, she turned out fairly nice.... usually great speed. She also comes at a time where the Delphi Shield is readily available, so arrows are no longer effective against her. The only thing that lets me down with her is supports... but she hardly needs them with those solid bases.
Pent. It's not just because we're related IRL either. Pent PWNS. Seriously, he's like, the best Sage in the game, he comes with RNG proof bases (although I only use this term loosely as I don't know the definition of "RNG Proof"), again high weapon levels, and even an Elfire to start with for some extra offensive power. He's also got an auto-A support with Louise that helps out more than you'd think. Did I mention I love Etrurians? :3
Louise. I know she's mono-bow, but if you hadn't raised Rebecca or Wil, or if they got RNG screwed, then she's here. From what I see, she's got the best defenses (both def and res) out of the three snipers (with just BASE stats), an Auto-A support with Pent to boost those further, and she comes at a chapter where it's fairly easy to train her due to all the fliers coming your way.
Hawkeye. He comes with a Killer Axe, and will make a fairly decent Berzerker once you really get him up there. His bases aren't too bad, but like Swordmasters, Berzerkers rely on critical hits (which he dealt for me quite often). He can also support Pent + Louise, so that's a plus. :3
Last, but not least... the MOST unappreciated prepromote of all, whom has grown on me now that I've seen him in a different light.
Marcus. Stop rolling those eyes, get your fingers off the reply button before you think about this. Tell me, who else has enough defense to rush down to Priscilla's rescue as she's trapped in that village on the south end of "False Friends?" Who's there to get you out of a pinch if Erik decides to pull a fast one and suddenly get in your range? Marcus. That's who. He's got ice affinity too, really handy in boosting defenses, and those supports come quick (especially for Eliwood and Lowen.) He's also got a silver lance of his own if push comes to shove. The beginning would be difficult at best without him. I commend Marcus, and wish you all to do the same after reading this.

Not sure if I have said anything here so here goes nothing.
Lord: I would say Hector, mainly due to the good defnese and strength, plus once he promotes he can use swords and axes...I enjoy a good sword user that can also handle the triangle
Mounted: I usually say either Sain or Kent, due to them being fairly decent upon both promotion and use.
Staff: Priscilla. No doubt about it...she is mounted, which is good to getting to aid swifter, and if trained soon enough, once you get a physic staff then she can heal a whole lot quicker.
Anima: Tie between Pent and Erk. Erk gets exp from Lyn's story, and then comes on chapter 13 for more exp, yet Pent is already promoted plus that shiny A support with Louise.
Bow: Hmm...tough one. I have used Rebecca and had her be very well, yet so was Wil. Louise comes in handy, and I never really did use Rath much since I never did get a good chance to level him up (That is till I found a good way called Lundgren spam...god I spent about an hour or so using an iron bow against him, as well as a steel bow. Got to level 19 before I used Erk to kill him) Yet here I would say Rebecca since she was better for me
Elder Magic: Of course Canas since Athos comes too late, and Canas has the great Monocle
Light magic: Never did really use anyone here, so nothing
Thief: Legault was better since Mathew usually failed me aside from in Lyn's story
Flying: Heath...no doubt about it. He has always been good for me
