It's a matter of personal preference, really. My opinion on it differs from outfit-to-outfit. For example, when I'm wearing something casual that has less of a bell shape, the peeking bloomers are a nice hint at the lolita aesthetic. When I'm wearing something that's more "formal" or all-out, I'd rather they not be visible.

I personally love the idea of a lot of lace coming together at the knee. What I mean is, differing between outfits as spuntino said, a lacy bell skirt with lacy bloomers and even more frills coming off the top of knee high socks. I could go on forever about how I'd design a lolita outfit, but my ideals probably crash with everything in the book.
Otherwise, I like short bloomers. :3

I definitely prefer short bloomers. It's just my opinion, but bloomers poking out looks tacky to me. Besides-- it's undergarments. Undergarments oughtn't to show.
In my opinion, that is. ^^;;

I had gotten the short bloomers, I like them. I haven't really gotten the long bloomers to compare, though.
But like, it's your personal preference. Maybe you should get one of each and compare, and if you don't like one of them you can just sell them on EGL or something?

I prefer short, I think long looks good with particularly childish looking outfits, but other than that I don't like them all that much.

I like short bloomers best.
I might wear long ones peeking out if my skirt was a little on the short side, though.

To me, bloomers are a bit like underwear...
