I'm sorta a beginer Witch, and I jsut wanted to know. Does One have to participate in Rituals and/or SpellCast to be considered a real Witch?

To be considered a Wiccan, no. There are Wiccans who do not perform spells. To be a witch, though... yeah, I'm pretty sure you do, that's sort of the general definition of witch- "one who does witchcraft". Witches don't necessarily need to perform "rituals" in the Wiccan sense, however, as it could be argued that you can be a witch without being Wiccan (I say "could be argued" because some Wiccans say otherwise, but it is my opinion that one can).

So, does that mean even if believe in like all thewiccan beliefs, and not perform spells or rituals, im just a Witch and not Wiccan?

Yay! I''l probably end up doign liek one or two spells further into the future, but from here, i see none being performed in the near future
