This summer, as a 13 year old with a very low payment summer job my parents will take me upstate for a little thrift shop shopping now and then and down to New York City about every weekend. I plan to gather what i need to get.
So I was thinking to get a long skirt from a thrift shop and trim it once i can fit it under a petticoat. Buy a petticoat in the city or online. I can fit a blouse I own onto the outfit and some mary janes for $10 somewhere.
Is it a good idea?

Honestly, probably not.
Most thrift store finds aren't actually very workable for a full lolita outfit, just odds and ends. Often, the dresses or skirts people find that they proclaim lolita are square dancing outfits and have skirts that are too full, the wrong shape, or generally just really tacky. Thrifting for lolita can be particularly tricky in the realm of skirts and petticoats. Sometimes, you'll find a lucky catch. Generally, you're not going to find something that fits the way lolita is supposed to, though. Most skirts that have been popular of late, which you'll likely find in thrift shops, will be A-lines and sit on the hip, rather than being a cupcake shape or the flared shape that classical skirts are from the waist.
If I were you, I'd save up allowance or money from doing odd jobs, get a petticoat and a couple of basic skirts from ITS, and buy cute blouses and shirts from the thrift shops to wear with them. Another inexpensive alternative is Anna House. Their skirts translate to about 35USD each, their only downfall is that shipping is murder. For shoes, you can find great ones at Payless and similar chains for about ten dollars or so. Thrift stores shoes generally have been beat to hell and back, so it's better to just invest in a pair of new shoes that will fit you.
The other advice I can offer is this: be patient, save.
Babysit, do extra chores, offer to do odd jobs around the house like washing the cars, cutting the grass, washing the dishes or cleaning the bathroom. Just save up and don't get over-anxious, it takes time and a bit of careful planning to get the ball rolling. Once you have, however, things will just fall into place. (:
