I'm watching the episode "The Survivors," and Doctor #1 has radiation poisoning, but in the epidsode "Smith and Jones," Doctor #10 says they used to play with radioactive things when they were kids, and he's completely unaffected by the X-ray machine that he's altered, except to say that it itched coming out into his shoe. Explain.

The radiation in The Survivors was presumably produced by weapons more advanced than what we have. It might therefore have been stronger. It would probably have been different to the radiation in Smith and Jones - evidently he isn't resistant to all kinds of radiation or he'd have been able to go into the room under the spaceship in Utopia.

The Tenth Doctor said he used to play with Roentgen bricks in the nursery. Roentgen radiation is the one that is used in X-rays (Wikipedia article here).

Time Lords must, therefore, develop an immunity to Roentgen radiation which does not help them with other types (eg, the type encountered on Skaro, or Stet radiation).

Oh, yeah, I forgot about the one in Utopia.

As for the one in The Survivors, I might be inclined to believe that it's just different enough that it's harmful to the Doctor, but to say that it's stronger, I think would be incorrect because if it was, then the teachers would have been toast faster than him, right? But he was sick before any of the others. Susan must have some great DNA!

I believe it was a form of radiation that #3 was exposed to in the lair of the gigantic queen spider--from enormous collections of Metabelis crystals--that caused his regeneration into #4.
