im a lolita with 1 inch hair.
since im a gutter punk most of the time, thats how it just ends up, so im wondering, wear can i get a quality style curly lolita wig? Since whenever i go looking for one, there always really long and straight.

Go to like a local barber shop, salon, or beauty school and ask them...
Or you can look around online...there are some good wig shops in Seattle that have online store stuff...

Lucky Pinky sells wigs, but you'll need a shopping service, I believe. BE WARNED! The Japanese are fond of "half wigs" that are used only for bangs or the back half of your hair rather than your whole head.
Also, Priscilla or プリシラ is a company that makes great wigs. They generally look very realistic. I'm sure you can find some on auction sites.
