I can even go to Black Marsh! Hammerefell! Skyrim! Everywhere! I figured it out all by myself biggrin I'm not sure, but maybe someone else figured it out and I just didn't realize it.
Ok, here's the requirements:
Have a $hit load of magicka
Have access to the Arcane University
Have a lot of health
And be at least an Expert of Restoration
Go to the Arcane University and make a $hit load of fortify acrobatics spells. Make all of them last at least 30 seconds, or this will be one pain in the a**. Make enough so that you can get at least an acrobatics skill of 400. Lol, it's fun to play around with.
Ok now, go to Anvil and jump on top of the Mages Guild. From there, climb your way onto the Chapel, and finally, jump out of Anvil. Now you should be outside of Anvil in a glitch world. From anywhere in Cyrodiil you should have access to Black Marsh, Skyirm, Hammerfell, High Rock, Summerset Isle, Valenwood, Elsweir, etc.
It is all glitched up, but it is really fun to run around in, and great for your Athletics skill too. Now I'll be working on figuring out on how to get on the Emperor's Tower. Have fun!

-The Insane Faerie- Crap, I fit all of the requirements except the 400+ Acro. x_x O_o You don't need a 400 Acrobatics skill. You have to be able to make spells to temporarily fortify your Acrobatics to 400. I'd also suggest enchanting some armor to also fortify Acrobatics, that can also come in handy.

or if you have the pc version go to your game folder and turn on borderless cyrodil

 Yeah
I only tried it on the PS3 version, so I'm not sure if it works on 360. t's worth trying anyway, and if it doesn't work, it's still awesome to play around with, I mean, to jump 50 feet in the air is awesome!

if you have a high enough acro maybe 110+ or lower you can go on top of a house then jump onto the wall then out or on the chapel easy biggrin

I found another way WITHOUT having an acrobatics skill of 400. Although, the technique eludes me at the moment. I saw it on youtube once sweatdrop
