Simple gathered skirt

Buy two yards of fabric.

measure your waist (smallest part), and from your waist to your knees, or just above your knees.

cut out a strip of fabric that is; width (your measurement from waist to knees) and length ( at least 60 inches long to acheive the required poof (lol i sound so serious >=D )

gather one side of the strip of fabric to your waist measurement

sew it together, add a waistband to cover up where you gathered it, hem the bottom, add trims/accents/scallops or whatever, and you have it biggrin
