I have a lvl 24 Shadow Priest Blood Elf and what is a good place for me to quest at? I'm at Hillsbrad Foothills and I get my butt kicked by low level monsters. I don't know much about Horde side on where to quest at, besides that area.

You can go to Ashenvale, the 70's don't go there as much. You can go to the Stonetalon mountains too. Thousand Needles, if you have good enough gear. More higher 20's but you can just run a few instances until it's better for you to quest. But, as of now, head to Ashenvale.
