That's not a very clear picture, but I would say yes based on what's visible. I have short hair that's kind of emo-ish, so it mostly just works with punk-loli. I'm growing mine out though, so it'll be more versatile.

I have always been a short haired lolita. I think that it really depends on what looks good on you and how you dress.
My hair is very thick and curly so when it gets long the curl comes out and doesn't look so pretty, so I keep it short, sometimes I keep it long enough that I can pull it into short pigtails, but sometimes I keep it shorter than that.
And if I want longer hair I wear a wig or put in tasteful hairfalls.
I think anything is possible as long as you dress in fashion and do your hair accordingly.

This is good to hear that you can have short-hair and still be lolita. My hair is really short, not by choice, it just never grows. What helps I think, is big hair accessories. big bows, small top hats, crowns.
Plus there is always extensions too.

I think short hair goes well with lolita if you know how to style it! Even if it doesnt work for you, you could always wear a wig.

Well considering hair as an assesory you can most certainly well wear it short wink
With more edgy hats or larger bows it'll flatter your outfit a bit more
But you look adorable as is heart
