It seems that when I was 10 and started my period that's when breasts formed and everything. after just that year almost everything stopped happening. My breast don't grow anymore and I haven't changed (except grew a few inches or so)
The adults in my house say I will by 18 but I'm 16 and nothing has happened since 11 and I look like I'm still in the middle of puberty ready for my body to finish forming and it isn't. Will I continue or am I stuck the way I am?

We can't answer that. Everyone is different. Some people notice big changes and growth spurts in their late teens, while other people don't notice any changes in their body past their early teens.
My body has not changed since I was 14 years old, but I have seen other people have huge growth spurts just before graduating from high school.
Some guys stay short and thin all their lives. Some women stay thin and don't get large breasts. So whether you continue to grow or not, you don't sound abnormal from what you wrote so far.

every one is difrent and devolopes at ther own rate my sister didnt even start to get brest and herperiod until she was about 17 every one is difrent

I agree with what everyone else had told you. . Everyone changes at different rates. My mother didn't get her period until she was seventeen, but I got mine just two months ago and I'm under seventeen.
There's a girl a girl in my homeroom that I know that looks like she hasn't even begun to bud under her n****e yet. :/
Not to be harsh. . Er whatever, but she's totally flat-chested. I'm sure it's normal, and she'll begin to develop soon. >.>;;
I've also heard of a couple of cases where some girls increase rapidly in breast size around the ages of fifteen to seventeen. . .
Just don't take my word seriously. I really don't know if it's that common or even that true.
