Yeah, but she said that there was no way of accurately regulating the amount of water the farmers got, so how does the government know? Don't they rely on the farmers being honest with them about this?

I got to thinking about this. One thing I remember now is a lock that keeps the acequia gate down-- therefore no water to the ditch. That does keep honest people honest. But as a political colleague and locksmith by trade would have said-- "Well its not like it's locked in any SERIOUS way...." Usually the gates are wooden, and the locks are just a regular padlock. In the absence of a police force, such things could easily be tampered with. (As it is, the police do monitor these things, especially when drought is a problem)
