Hold it up to a mirror while working on it and it really helps you see what you are doing to make things look off.
Also, have the whole face sketched out so you can make sure you have your proportions all worked out.
Right now it is hard to tell since it isn't as finished as the left eye. That might be part of the reason it looks odd.
I'mma take it into Photoshop and have a look...

I did a little mark-up in PhotoShop and I'll try and explain it the best I can...

The edge of the eye is supposed to be the same as the edge of the nose in an adult, but I'm not sure how it works for children. That isn't what I'm trying to show here... I drew the lines up from the edges of the nose to show that the eyes are at two different distances from the nose. The right one is twice as far as the left one. The black box inside the square is the exact same size as the distance of the left eye to the edge of the nose.
The head also seems to be slightly turned to the side, which would mean that right eye needs to move even further inwards in perspective.
I think that is what is making it seem rather odd to you.

i moved the eye over and it was still ******** up and i looked like the picture and now it looks like it got punched in the eye

oh well this was just for practice anyways i guess

did i mention that in the picture the baby is smiling and happy and in my version she looks like a stern old man

after i paint is always look like i went and rubbed poop all over my clothes

The pupil is bigger in the right eye.
Eyes are a big pain in the a**.
I have to make sure I draw them out perfectly before I ever start the painting or all hell breaks loose.

this is on canvas board

apparently its not acriylic though cause i was waiting for my mom outside and it was raining and the paint started rubbing off... maybe its cause the board sucks or maybe its not reall acrylic

Hm, it's a little hard to tell... Did you do a really light sketch before you started to paint? Because if not, I'd highly recommend it; I don't know any artist who just starts into details like this without getting an idea of the whole thing first. A lot of people can draw an eye that looks good, but not draw a face.
I'm really liking that eye though; hopefully the rest turns out just as nice 3nodding
