happy thursday, since i completely missed your birthday.
not to start yet another potentially fiery discussion, but i'm pretty sure that the end of bush senior's term actually saw initiatives put in place that got the ball rolling for the clinton administration.
the other problem with such an idea is that the president can't do much for the budget aside from his own expenses and suggestions. it's the legislature we should be worried about.
