Even though she pretty much took the real lacus' Identity i would say foe, but since she only wanted to help the chairman to help her nation, then i would say friend.

The Seed of Destiny she was about to join them but too bad she died though what could she have possibly done? she served no purpose at that point. she would've been a slight bit more useful than Flay was
