Bio: Caligdula is the mysterious head of the government. She also runs the Oxford Branch. She was the one that started the Gifted project. Though the rumors were that the Government was building an army, the real reason she started the project was because she was lonely. (The other races were not recognized yet.) But when the First Gifted ran away, she was driven into a terrible rage and vowed that she would see every Gifted either recaptured or destroyed. She didn't know that this wouldn't even be done within a hundred years.
Her DNA is what Nero used to replicate her "Gift" and inject into Imiria and himself. He did not know it was her DNA. All he received was an envelope. Inside the envelope was a vial of blood. All the enclosed note said was, "Gift: Regenration, Longevity. Use on next NTS and report." Needless to say, Nero never sent back the report because he had only just discovered that the injection was a success.
Callie can also sense Gifted. This sense can not be eluded by normal means. For this reason, Oxford had been the most successful at tracking Gifted. She is officially titled as Oxford's superior. No one knows that she is the entity pulling the stings of the Government. In fact, general knowledge states that the head of the Government is a man.
