This is the village of Amegakure (village hidden in the Rain.). After the akatsuki took over many of the villages this became a rally point for the remaining akatsuki members. There is still proverbial rain constantly pouring in the village though nobody is sure why. Pain is still the kage of the village and still one of the most feared beings. Beware should you cross him.

Sai walked into the village with Takari passed out on his shoulders. He hurried along to get to the meeting room as fast as he could, so he could lay her down and let Pein-han, and Konan-chan know of the growing situation in Kiri.
