Here's the steel team I've been using on Shoddy, rate/review plz!

This Skarmory set looks pretty good, though not much of a fan of having both Stealth Rock and Spikes. Get rid of one of them. I personally prefer Stealth Rock over Spikes, but again up to you. As for your EVs, it needs some fixing up.
Don't give 252 EVs to HP, you need to give some to your mediocre special defense. So take some out of there, other than that it looks good.

No problems with this Magnezone either.
Bronzong @ Leftovers Ability: Levitate EVs: 252 HP/6 Def/252 SDef Sassy nature (+SDef, -Spd) - Hypnosis - Calm Mind - Flash Cannon - Psychic ---
Hmm, it looks pretty good but how will you counter fire types that come your way? Most Bronzong carry Earthquake with them. I do see how a CMed Bronzong can kill those annoying Fire types with a Psychic but what if you didn't get the charge in? Other than that it looks good. Most people run Gyro Ball over Flash Cannon though.

Lol! you aren't running Choice Scarf or Quick Claw like most standard Heatran. People will be fooled, good job!
Lucario (♂) @ Life Orb Ability: Inner Focus EVs: 6 HP/252 Atk/252 Spd Hasty nature (+Spd, -Def) - Close Combat - Bullet Punch - Crunch - Swords Dance ---
Standard Lucario. Nice.
Overall I give this team 7.5/10. It doesn't look that bad at all. Though be careful about your massive Fire weakness.

I've been having problems every time someone brings out a Gyarados against this team, does anyone know a good steel counter for him? I thought Magnezone would work but he can't survive the DDed EQ.

I thought Magnezone would work but he can't survive the DDed EQ. Gyarados counter? Perhaps your Bronzong can sponge a hit and attack it with HP Electric? That would mean sacrificing a move on your move slot. HP Electric will seem odd for Bronzong but you do need a Gyarados counter. Electric=4x weakness to Gyarados. Very useful.
