Umm... I can try to help you a little, but I can't check my methods, as I run OSX, which is Macintosh. So I may make a mistake, if I can't remember it properly, as I last set a computer running Windows up for Japanese... a couple of years back. I've been using Linux and Mac for a good while.
If you go into your control panel, you're gonna see lots of stuff, 'cause Windows is like that. There should be a tab that says either International or Languages, though it may be a sub-tab of another main one, so just look about 'till you find it. Then click it.
There should be an option for secondary languages, and you're going to see a whole mess of languages you don't need. You may need to click on details or whatever to see the whole list. Make sure you check Japanese, and then hit confirm or okay or whatever.
Then, you're going to need your Windows install disk. Why? Because Windows likes to shove crap like virus software trials and WMP and Photoshop trials and all other manner of things onto your hard drive. Stuff you might need stays on the disk. Then you put the disk in, follow the instructions, and boom! Not-so-instant ability to see Japanese on your screen.
Though if anyone running Windows wants to clarify...
